About this opportunity

The Army Contracting Command - Detroit Arsenal (ACC-DTA) has issued a Sources Sought Notice to conduct market research for the Standard Automotive Tool Set (SATS) M1221, seeking information from both small and large businesses regarding their capabilities to support a potential future acquisition. The procurement would involve provisioning approximately 2,700 parts, developing packaging data for up to 2,700 modernized parts and 3 TACOM-managed parts, creating a new Army Technical Manual with Interactive Authoring and Display Software (IADs) compliant XML Data including an estimated 500 work packages, and providing a provisioning file for tool components for upload into the Army Enterprise Systems Integration Program (AESIP). Companies must demonstrate experience with military technical manuals, provisioning processes, packaging data development, and training support packages in accordance with various military standards including MIL-STD-40051E, MIL-STD-31000B, and SAE GEIA-STD-0007C. The evaluation will focus on vendors' logistics support capabilities, facility clearance capabilities, experience with Army provisioning processes, and ability to develop OPNET and FLMNET support packages. All responses must be submitted via email to Contract Specialist Sean M. Cotten by August 29, 2025, at 5:00 PM Eastern.

This opportunity does not designate any set-aside restrictions and is open to all business types under NAICS code 513130 (Book Publishers), though respondents are asked to identify their small business classifications including 8(a), HUBZone, women-owned, service-disabled veteran-owned, or large business status. No incumbent contractors or current service providers are specifically mentioned in the notice. While no specific contract value or budget range is provided, respondents are required to submit projected cost estimates for the technical manual revisions, provisioning, packaging data development, and training requirements outlined in the scope of work. The effort encompasses approximately 2,700 parts for provisioning, 500 work packages for technical manual development, and includes updating multiple training support packages and forms. The government indicates it will provide Government Furnished Information (GFI) including Provisioning Parts List and Engineering Data, as well as Government Furnished Property (GFP) consisting of a SATS M1221 with trailer that must be returned in serviceable condition.
