About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis has issued a Sources Sought Notice for Academic Video Online (AVON) Subscriptions for the Jefferson Library at the United States Military Academy at West Point, NY. This notice is designated as a Total Small Business set-aside under NAICS code 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting and Related Services) with a size standard of $40 million. The notice was posted on July 9, 2025, with responses due by July 18, 2025. The contracting agency is seeking to determine market availability and small business capabilities for this requirement. This is strictly an informational notice and does not constitute a formal solicitation or commitment to contract.
The primary purpose of this Sources Sought Notice is to assess whether sufficient qualified small businesses exist to support a small business set-aside procurement, requiring at least two qualified small business responses to proceed with the set-aside designation. Interested small businesses must provide comprehensive information including firm details, DUNS number, CAGE code, small business certifications, previous relevant experience, pricing information, delivery schedules, and recommendations for structuring the contract to facilitate small business competition. The government encourages participation from all socioeconomic categories of small businesses, including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. Respondents should also identify any conditions that may unnecessarily restrict competition and provide recommendations to improve the acquisition approach. The government will not accept unsolicited proposals or pay for any costs incurred in responding to this notice, and submittals will not be returned.
