About this opportunity
The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, is conducting market research to identify qualified contractors for large-scale underground utility replacement work at its Gaithersburg, Maryland campus. NIST seeks contractors capable of performing Design-Build and Design-Bid-Build projects involving replacement of eight underground utility systems totaling approximately 56 miles. Qualified contractors must demonstrate bonding capacity supporting up to $100 million single-project limits, provide relevant past performance on three projects completed within the past seven years, and hold capabilities under NAICS codes 237110, 237130, or 237990 related to heavy and civil engineering construction. Evaluation will be based on contractors' responses to market research questions addressing financial capacity, technical capability, contract logistics, innovation potential, business classification, and Project Labor Agreement cost impacts. Interested firms must submit a capabilities statement and market research responses not exceeding 10 pages total in PDF format by February 20, 2026 at 1:00 PM ET to Brandon.Butler@nist.gov and Teresa.Harris@nist.gov.
This procurement carries no set-aside designations and includes no incumbent contractors identified in the market research notice. NIST is considering establishment of a Multiple Award Task Order Contract (MATOC) IDIQ with a 12-year period of performance consisting of a 4-year base plus two 4-year options, with total program capacity up to $1.1 billion and estimated individual task orders ranging from approximately $5 million to $100 million. The scope encompasses replacement of chilled water, steam, electrical duct banks, compressed air, natural gas, potable water, sanitary sewer, and storm drainage systems, along with ancillary services including trenchless construction, surveying, permitting, and historic preservation compliance. This substantial infrastructure modernization effort represents a significant contracting opportunity for qualified construction firms with demonstrated experience in complex underground utility projects.
