About this opportunity

The 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska, on behalf of the Department of the Air Force Pacific Air Forces, is conducting market research to identify potential sources for comprehensive mortuary services under a Blanket Purchase Agreement. The requirement encompasses recovery, transportation, preparation of remains, provision of authorized caskets and urns, and completion of required permits within the JBER geographic area of responsibility, extending from below Fairbanks southward and encompassing northern Canada as necessary for deceased Air Force military personnel. Qualified contractors must possess the ability to provide 24-hour, seven-days-per-week service availability with crisis performance capability, maintain at least one licensed embalmer on continuous availability, operate facilities meeting minimum standards (144-224 square feet preparation room with specified equipment), and maintain inventory of metal and hardwood caskets plus bronze and walnut urns. The government has assigned NAICS Code 812210 (Funeral Homes and Funeral Services) with a corresponding small business size standard of $16.5 million; interested parties must submit company information, UEI and CAGE codes, business size status, small business certifications if applicable, point of contact details, and a capabilities statement by the May 6, 2026 deadline. This is a market research notice only and does not constitute a solicitation, request for proposal, or indication of a contractual commitment, with no funds currently available for this information request.

No set-aside designation has been applied to this procurement at this time, as the market research effort is specifically intended to determine the appropriate set-aside category, if any. No incumbent contractor or current contractor information has been identified in the notice. The government has not disclosed a specific award value or budget range for this Blanket Purchase Agreement, as this is a preliminary market research phase designed to assess competitive viability and establish appropriate procurement strategy before formal solicitation. Key service requirements include treatment and embalming of remains using prescribed chemical concentrations (minimum 5% aldehyde for non-viewable remains and 2-3% for viewable remains), cremation services when directed, transportation of remains to designated locations within specified timeframes, provision of fifteen certified death certificates per deceased, and strict compliance with all federal, state, and local health regulations. The contractor must establish a documented quality control program with inspections and corrective actions, maintaining 100 percent compliance across all service delivery objectives including hygienic practices, complete processing, proper preparation, DD Form 2063 documentation completion, and timely delivery of remains.
