About this opportunity

The Defense Logistics Agency Land and Maritime is conducting market research to identify qualified companies capable of supplying 1,131 National Stock Numbers (NSNs) for motor vehicle parts and weapons systems vehicular accessories. All NSNs in this opportunity show Iveco Defence Vehicles S.P.A. or their affiliated companies (including Iveco Limited, IDV USA Inc., Iveco Magirus AG, and others) as the sole approved source or one of the approved sources. Interested firms must submit a capabilities statement demonstrating their ability to provide these specialized vehicle components, including company information, DUNS and CAGE codes, manufacturer details, and commercial invoices to prove commerciality. The government will use submitted information to determine whether to proceed under FAR Part 12 for commercial items or FAR Part 15 for negotiated procurement. All capability statements and market survey documents must be submitted via email to carol.bucher@dla.mil by 5:00 PM EDT on July 29, 2025, just seven days after the posting date.

This opportunity carries no set-aside designation and represents a potential Indefinite Quantity Contract that could span 1 to 8 years in duration. The procurement centers around Iveco Defence Vehicles S.P.A. and its network of affiliated companies, which currently serve as the approved sources for the 1,131 NSNs under consideration. While specific award values are not disclosed, the substantial number of NSNs and multi-year contract duration suggest a significant procurement opportunity for qualified suppliers. The government emphasizes that one item is governed by a source-controlled drawing, requiring firms to follow specific approval procedures outlined in DLAD Procurement Note L22 to become an approved source. This market research phase is designed to assess industry capability and determine the feasibility of a long-term contracting approach for these specialized military vehicle components.

Notice text

This is not a request for either a quote or proposal.  This announcement is considered market research in accordance with FAR Part 10.   The purpose of this synopsis is to identify qualified companies capable of performance on a solicitation for the NSNs included in the attached market research spreadsheet.  There is a total of 1,131 NSNs, all of which show Iveco Defence Vehicles S.P.A. or their affiliated companies Iveco Limited, IDV USA Inc., Iveco Magirus AG, Iveco SPA Centro Polifunzionale, Iveco SPA,  or Iveco Sued-West Nutfarhzeuge GMBH,  as the sole approved source or one of the approved sources.  The corresponding part number(s) and/or drawing number(s) for each NSN are listed in the Excel spreadsheet attached to this notice.

Note: ADQ(s) total is an estimate only and may change in the actual solicitation.

Submittal Information

All responsible sources are invited to respond.  Interested firms should submit a brief capabilities statement that clearly demonstrates the ability to provide the items indicated.  The capabilities brief should include, at a minimum, the following:

  • Company name, address and point of contact with telephone, fax and email information.
  • Company DUNS, CAGE Code, business size and socio-economic classification.
  • The name and part number of the manufacturer whose product you would be supplying (city and state).
  • Brochures and descriptive literature for the products described above, invoices if considered to be a commercial item.

The statement of interest and capability should be forwarded to the Acquisition Specialist at Email: carol.bucher@dla.mil.

As this is only a request for information, companies may respond via email.  Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract.  This RFI is for market research purposes only.  Any information submitted is at the company's own expense.  The Government will not reimburse respondents for any costs associated with submission of capability statements in connection with the market survey.  Any information provided is voluntary.

DLA Land and Maritime is considering a solicitation, and subsequent Award, of an Indefinite Quantity Contract (IQC) for the item(s) on the attached Market Research spreadsheet.  The resultant IQC could potentially range from 1 to 8 years in length.  The resultant solicitation will be issued either in accordance with FAR Part 12 – Acquisition of Commercial Items or FAR Part 15 – Contracting by Negotiations.  To determine if an item is commercial, documentation is needed, (i.e., commercial invoices which shows sales history to non-government entities).  Based on that documentation, the Government will determine if your items are commercial per the definition found at FAR 2.101(b).  Commercial invoices will help the Contracting Officer make that determination.  Submit the proof of commerciality (commercial invoices to non-Governmental customers) along with the market research package.  Note:  Without adequate proof of commerciality, the acquisition will have to be issued as a non-commercial (FAR Part 15) procurement, which may require Certified Cost and Pricing Data.

One of these items is governed by a source-controlled drawing.  Firms interested in becoming an approved source for the source-controlled NSN must submit the appropriate information as outlined in DLAD Procurement Note L22, Restriction of Alternate Offers for Source Controlled Items (SEP 2017) (https://www.dla.mil/Portals/104/Documents/J7Acquisition/DLAD_ProcurementNotes-Effective_8-30-22.pdf).

Fill out both the market survey questionnaire and spreadsheet to the best of your knowledge and return them within five (5) business days of the posting of this notice.  Negative responses (including the reason why you do not want to participate) also be returned within the desired timeframe so we can make a timely determination on whether a Long-Term Contract acquisition is possible.  The information contained in the survey and spreadsheet will be used to generate a realistic and beneficial solicitation. Sources interested in providing an offer on this solicitation should complete the attached market survey documents and return the completed copies to Carol Bucher via e-mail at carol.bucher@dla.mil by 5:00pm / 1700 EDT on July 29, 2025.  Thank you in advance for your interest in supporting our war fighters.
