About this opportunity

The 673rd Contracting Squadron at Joint Base Elmendorf-Richardson, Alaska is procuring a land mobile radio distributed antenna system (DAS) for installation at the base's Military Treatment Facility. The Department of the Air Force Pacific Air Forces intends to award a sole source, firm-fixed price contract to Motorola Solutions, Inc. for this critical communications infrastructure. The DAS must provide comprehensive radio frequency coverage throughout the medical facility and maintain seamless compatibility with the existing Alaska Land Mobile Radio (ALMR) network infrastructure. The procurement is justified as sole source due to the critical nature of emergency communications and the need for compatibility with existing Motorola-based systems, as alternative vendors would require complete infrastructure replacement. Interested parties who believe they can meet the requirements must submit written responses by August 7, 2025 at 2:00 PM Eastern Standard Time, though this is not a request for competitive proposals.

This procurement does not utilize any small business set-aside designations, despite falling under NAICS code 541519 with a small business size standard of 150 employees. Motorola Solutions, Inc. is identified as the intended sole source contractor, with the company's existing relationship to the base's ALMR network infrastructure serving as the primary justification for non-competitive award. The contract will be executed under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(2), with an anticipated award date of September 9, 2025. The procurement includes all necessary personnel, equipment, tools, specialized test equipment, transportation, parts, materials, and supervision required for the DAS installation. The government has indicated that any determination not to compete this requirement based on responses to the sources sought notice remains solely within their discretion.

Notice text

The 673rd Contracting Squadron, Joint Base Elmendorf-Richardson, Alaska intends to award a firm-fixed price, sole source supply contract to Motorola Solutions, Inc. (500 W Monroe St. FL44, Chicago, IL 60661 (UEI: G2LUXP8ND8U6)) for a land mobile radio distributed antenna system (DAS) at the local Joint Base Elmendorf-Richardson (JBER) hospital.  The scope of this effort includes all personnel, equipment, tools, specialized test equipment, transportation, parts, materials, supervision, and other items and services necessary to install a Motorola DAS (on-site at JBER, Alaska Medical Treatment Facilities (MTF)).

This DAS shall provide required radio frequency coverage throughout the MTF.  Due to the critical nature and demanding need of clear communications during emergencies, it is necessary to limit this procurement to Mortorola Solutions’ proprietary technology due to its seamless compatibility with existing infrastructure and training.
