About this opportunity

The United States Department of Agriculture, Animal and Plant Health Inspection Service, is conducting market research for the procurement of GPS tracking collars to support mongoose research in Puerto Rico. The USDA's Wildlife Services National Wildlife Research Center requires these collars to collect tracking data for field efficacy trials of a newly developed mongoose control product that has received EPA approval under an Experimental Use Permit. The GPS collar data will be used by the U.S. Commonwealth of Puerto Rico to enhance their invasive species mongoose trapping program and assess rabies transmission risks in urban areas. Interested vendors must provide business information including UEI number and CAGE code, demonstrate their business size, and submit a capability statement covering sample GPS collars, past performance on similar contracts, and experience providing GPS collars to other agencies. All responses are due by 9:00 a.m. Eastern Time on August 5, 2025, to Contracting Officer Mario Garcia via email.

This procurement does not utilize any small business set-aside designations and operates under NAICS code 334290 for Other Communications Equipment Manufacturing. The Statement of Work specifically identifies a requirement for 20 Litetrack 20 GPS tracking collars from Lotek Wireless, suggesting a brand-specific or sole-source procurement approach. The technical specifications require collars weighing under 20 grams with 10-20 cm circumference, featuring GPS and SWIFT Fix capability, remote download functionality, VHF transmitter, and mortality sensors. The contract structure will be a Firm Fixed Price Commercial Product under FAR Part 13, with delivery required within 30 calendar days and a mandatory 2-month warranty period. NWRC personnel have previously utilized these specific collars in Puerto Rico and Hawaii with documented success and minimal technical issues.
