About this opportunity

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is seeking potential sources for Walk-Through Metal Detection Systems (WTMD) with accessories for multiple Navy locations including Indian Head, MD; Bremerton, WA; San Diego, CA; Norfolk, VA; and Newport News, VA. The procurement is designed to screen for potential threats such as handguns, ammunition, improvised explosive devices, and large knives at entry control points for high-value naval assets. Interested businesses are required to submit a capabilities statement no longer than 10 pages, using 12-point font, which must include specific company information such as business size, taxpayer identification number, DUNS number, CAGE code, and point-of-contact details. All responses must be emailed to two specified Navy contacts by April 17, 2025. The initial contract period will be a 12-month base year with four additional one-year option periods, totaling five years of potential service.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The total procurement will involve 25 WTMD systems and associated accessories, with contractors required to provide weatherproofed metal detectors, anti-tilting devices, assembly kits, transport/storage cases, operational test kits, and self-learning training materials. While no specific award value is mentioned, the contract will require comprehensive technical capabilities, including adherence to safety standards, electromagnetic field exposure limits, and detailed testing protocols. Contractors will need to conduct acceptance testing with a government witness and submit comprehensive test reports for each system. The procurement falls under NAICS Category 334519 (Other Measuring and Controlling Device Manufacturing) and PSC Category 6350 (Miscellaneous Alarm, Signal, and Security Detection Systems), suggesting a specialized technical requirement for the metal detection systems.
