About this opportunity

The U.S. Army Corps of Engineers, Huntsville Center is conducting market research for a Utility Energy Service Contract (UESC) to provide comprehensive energy management services at Fort Rucker, Alabama. The anticipated procurement will be structured as a Firm-Fixed-Price contract with a performance period not to exceed 25 years, encompassing a wide range of energy and water conservation projects including lighting upgrades, renewable energy solar systems, utility monitoring control system upgrades, HVAC improvements, natural gas generators, battery energy storage systems, and microgrids. Interested contractors must demonstrate utility service capabilities in Alabama, financing capacity for large-scale projects, previous energy conservation project experience, permit acquisition capabilities, technical expertise, and project management skills while maintaining compliance with safety and quality control standards. Companies must submit their responses via email to designated contracting officers by 2:00 PM Central Time on August 26, 2025, with responses limited to a maximum of five pages. The evaluation will focus on contractors' comprehensive capabilities across financing, technical implementation, regulatory compliance, and project management domains.

This opportunity does not include any set-aside designations and is open to all qualified contractors capable of meeting the technical and financial requirements. No incumbent contractors or current service providers are identified in the notice, indicating this may be a new procurement initiative or a recompete opportunity. The estimated contract value is $45,000,000, reflecting the substantial scope of energy infrastructure improvements planned for the military installation. The 25-year maximum performance period demonstrates the long-term nature of the energy services relationship, typical of comprehensive utility energy service contracts that require extended payback periods for capital-intensive energy efficiency and renewable energy investments. Respondents should note that this is strictly a market research effort, and companies will not be reimbursed for costs associated with preparing their capability statements and questionnaire responses.
