About this opportunity

The Department of the Navy Naval Sea Systems Command has issued a Request for Information (RFI) seeking market research on commercially available sailboats to replace the U.S. Naval Academy's aging 44' MKII Sail Training Craft. The Navy is interested in hull designs and construction models for sailboats meeting specific technical and operational requirements, including vessel dimensions of 42-46 feet in length with a maximum beam of 12.75-14 feet, draft under 8 feet, and maximum air draft of 70 feet. Respondents must provide detailed information on hull layup and construction specifications, including lamination schedules, materials, core composition, and objective quality evidence demonstrating hull strength, resiliency, impact resistance, and stability per ISO 12215-5 and ISO 12217-2 Category A standards. The Navy also requires vessel certifications such as World Sailing Offshore Special Regulations Category 1, DNV, Lloyds, or ISO Category A, along with approximate unit pricing that includes logistics, technical manuals, and test certifications. Responses must be submitted in a maximum ten-page PDF format by 2:00 PM EST on February 27, 2026, with questions accepted through January 23, 2026. This RFI does not constitute a commitment to contract, and responses are submitted at the respondent's expense with no government obligation to pursue any acquisition.

There is no set-aside designation for this opportunity, and no incumbent contractor is identified. The Navy is seeking information on the potential acquisition of up to 20 new sailboats to replace the current vessel, though no specific award value or budget range is disclosed in this RFI. Respondents must demonstrate that their vessels can accommodate 10 personnel, operate 150-200 days annually, and feature desired characteristics such as a robust collision-resistant hull, coach roof with 6'5" headroom, wide side decks, large cockpit, carbon spar rigging, and cabin layouts with ten single berths, U-shaped galley, aft head, and navigation station. Interested parties including small businesses, veteran-owned businesses, and other designated business types are encouraged to participate, and foreign-designed boats are permitted provided the prime contractor meets all domestic U.S. manufacturing and Buy America Act requirements. The RFI response deadline has been extended to February 27, 2026, with a prior deadline for submitting questions to the Navy by January 23, 2026.
