About this opportunity

The 921st Contracting Battalion from the Department of the Army Materiel Command is conducting market research for a comprehensive service contract in Timor-Leste for a training exercise scheduled in July-August 2025. The procurement will include Basic Life Support Services, Food/Catering, Transportation, Building Material, and Aerial Medical Evacuation Transportation. Interested vendors must submit a one-page capabilities statement by February 19, 2025, at 11:00 AM HST, addressing their specific capabilities in Timor-Leste, company profile, mobilization lead time, and potential teaming or subcontracting arrangements. The government will evaluate market capacity based on vendors' ability to provide consistent supplies, demonstrate financial and technical resources, implement effective project management, and perform under a performance-based service acquisition contract. Vendors must specifically demonstrate capability to perform in Timor-Leste and have an active/approved Food Water Risk Assessment for food-related services.

The sources sought notice indicates this will be a full and open competitive procurement with no specific set-aside designations. The contract is anticipated to be firm fixed price with a performance period of July-August 2025. While no specific award value is mentioned, the comprehensive nature of services suggests a potentially significant contract scope. Vendors must submit their capabilities statement electronically to MAJ Jared Jones and SFC Michael Walnoha, including details such as number of employees, office locations, and UEI number. The government emphasizes that this is a market research exercise and does not constitute a formal solicitation, and no funds are available to compensate vendors for response preparation. Responses are voluntary, and not responding will not preclude future participation in potential request for quotes.
