A. Objective:
To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation.
B. The Army Research Laboratory [ARL] requires thirty-nine (39) quantum grade diamond samples for quantum sensing and timing. These samples shall achieve long dephasing times, uniformity, and varied nitrogen vacancy center densities.
The minimum specifications required by the Government for the quantum grade diamond samples are the following:
- Four (4) Samples meeting the following conditions
- 16 parts per million [ppm] starting Nitrogen [N]
- > 99.99% 12C [Carbon-12]
- Typical dimensions 3 × 3 × 0.5 millimeter [mm]
- Laser cut edges, polished top and bottom
- Varied nitrogen vacancy [NV] concentration 1x, 2x 3x, 4x
- Two (2) orders of magnitude in the spin coherence time [T2*] typically > 1 millisecond [μs]
- Four (4) Samples meeting the following conditions
- 16 ppm starting [N]
- > 99.99% 12C [Carbon-12]
- Typical dimensions 3 × 3 × 0.1 mm
- Laser cut edges, polished top and bottom
- Approximately 3.8 ppm [NV]
- T2*> 1 [μs]
- Four (4) Samples meeting the following conditions
- 16 ppm starting [N]
- > 99.99% 12C [Carbon-12]
- Typical dimensions 3 × 3 × 0.9 mm
- Laser cut edges, polished top and bottom
- Approximately 3.8 ppm [NV]
- Four (4) Samples meeting the following conditions
- Approximately 0.8 ppm starting [N]

- Dimensions 3 × 3 × 0.5 mm
- Laser cut edges, polished top and bottom
- Varied NV concentration 1x, 2x 3x, 4x
- Four (4) Samples meeting the following conditions
- Approximately 0.8 ppm starting [N]
- 1.1% 13C [Carbon-13]
- Dimensions 3 × 3 × 2 mm
- Laser cut edges, polished top and bottom
- Approximate NV concentration 200 ppb
- T2* > 0.8 [μs]
- Four (4) Samples meeting the following conditions
- Approximately 0.8 ppm starting [N]
