About this opportunity

The U.S. Army's Communications-Electronics Command (CECOM) is seeking potential sources for the repair/overhaul of an estimated 51 Intercommunications System (ICS), C-11746 (NSN: 5895-01-454-3555) units for the Army's fleet of Blackhawk UH-60 A/L helicopters. This is a market survey to identify qualified vendors capable of providing the necessary testing, validation, and repair services. Interested suppliers must demonstrate prior experience in repairing these specific systems and their ability to obtain airworthiness certification. Responses to this Sources Sought Announcement (SSA) are due by August 9, 2024, and should include details on the company's core competencies, past performance, engineering staff qualifications, and experience in managing obsolescence issues and meeting government contracting requirements.

This procurement is not set-aside, and the current incumbent for these repair services is Telephonics Corporation. The contract will be a ten-year Indefinite Delivery Indefinite Quantity (IDIQ) contract, with a five-year base ordering period and a five-year option period. The government does not possess the technical data package for these systems, as it is proprietary to Telephonics Corporation. This market research will assist the government in determining the best acquisition strategy and whether the effort can be competed and/or set aside for small businesses in the future.
