About this opportunity

The Department of the Air Force Pacific Air Forces, specifically the 766 ESS at Joint Base Pearl Harbor-Hickam Hawaii, is conducting market research to identify potential contractors capable of providing a comprehensive Virtual Reality training solution for Petroleum, Oils and Lubricants (POL) operations. The procurement requires delivery of 200 VR headsets (Meta Quest 3s) preloaded with specialized training software, along with supporting hardware including Chromecast HDMI dongles and screencast dongles, plus 5-year Meta Quest Business Support with remote management capabilities. The VR training software must cover multiple military refueling systems including R-11 Refueling Truck, R-12 Support Truck, R-18 Pumping Unit, R-19 Filter Separator, R-20 Servicing Platform, FORCE Layout & Planning, and Aerial Bulk Fuel Delivery System (ABFDS). The contractor must also provide ongoing "on-call" maintenance services including hardware repair, application support, enhancements, and bug fixes throughout the contract term. Technical responses from interested parties are due by August 27, 2025, and must include complete technical data, information, and specifications to allow government evaluation of product compatibility with existing systems. All submissions must be typed in at least 11-point Times New Roman font on single-sided 8.5 by 11 inch paper.

This opportunity is designated as a Total Small Business set-aside, restricting participation to qualified small business entities. The government currently intends to procure under a sole source arrangement, indicating they believe only one responsible source can satisfy their requirements, though this market research effort seeks to identify any other potential suppliers with comparable products and capabilities. The contract encompasses delivery of 200 VR headsets with a 5-year service term for both hardware support and software licensing. The training system will be deployed at Sheppard Air Force Base for Air Force Schoolhouse operations to train airmen on critical POL equipment and procedures. The opportunity falls under NAICS code 541511 (Custom Computer Programming Services) and PSC code 7A20 (IT and Telecom - Application Development Software), reflecting the custom software development and perpetual licensing components of the requirement. No specific contract value or budget range has been disclosed in this pre-solicitation notice.
