About this opportunity

The Fleet Logistics Center Norfolk, Virginia, on behalf of the Department of the Navy Naval Supply Systems Command, is seeking sources for one high-power 423nm laser system and one digital laser locking device to support the U.S. Naval Observatory's Precise Time Department, Clock Development Division. This Sources Sought Notice is issued for information gathering and planning purposes only and does not constitute a formal solicitation for proposals or a commitment to award a contract. Qualified sources must submit capability statements and/or estimates to Ms. Shere' C. Reese at shere.c.reese.civ@us.navy.mil by April 16, 2026 at Noon, with responses referencing the Sources Sought number and including company information, CAGE code, business size classification, and capability details. The laser system must deliver at least 1000mW of 423nm free-space power with a linewidth of 10kHz or less, incorporate frequency-doubling technology from an 846nm external cavity diode laser, and feature auto-tuning alignment and auto-relocking capabilities using preferably the Pound-Drever-Hall stabilization method. The digital laser locking device must interface with the laser controller, provide 50MHz bandwidth with linewidth less than 1Hz, and include phase-locking capabilities with a PID regulator having signal delay of 10 nanoseconds or less. The Government will not notify respondents of results, is not obligated to answer questions, and will post all questions and answers as updates to the notice.

This pre-solicitation notice does not employ any set-aside designations and identifies no incumbent contractors or current award values. The procurement is classified under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code 5860 (Stimulated Coherent Radiation Devices, Components, and Accessories). The Statement of Work specifies a five-month period of performance from award date for delivery of the complete, turn-key laser system and digital locking device, which must be fully functional in a standard laboratory environment without user-supplied parts or assembly. Respondents may be classified as large business, small business, small disadvantaged business, 8(a), HUBZone, woman-owned, or veteran-owned entities. While no specific budget range is disclosed in this Sources Sought Notice, the technical complexity and specialized nature of the high-power coherent radiation system suggests a potentially significant contract value. All further inquiries must be submitted in writing via email, with telephone requests for information explicitly not honored.
