About this opportunity
The U.S. Army Corps of Engineers Huntington District is seeking geotechnical and drilling services for dam safety modification projects through a Sources Sought notice. The procurement focuses on comprehensive engineering support for flood control dam and levee geotechnical activities, including seepage analysis, subsurface exploration, materials testing, and complex stability assessments. Contractors must demonstrate expertise across multiple technical domains such as earth embankment analysis, rock mechanics, seismic hazard studies, and geophysical assessments. Interested firms must submit a 15-page response by January 10, 2025, detailing their capabilities, professional qualifications, and experience performing similar work within the past decade. The evaluation will assess contractors' ability to perform sophisticated geotechnical services, with specific emphasis on technical competence, personnel qualifications, and capacity to execute up to $20 million in work within a one-year period.
Small businesses are strongly encouraged to participate, with particular interest in small disadvantaged, HUBZone, woman-owned, and service-disabled veteran-owned businesses. The contract potentially covers work throughout the Continental United States and territories, supporting the USACE Dam Safety Modification Center and related flood control initiatives. Contractor personnel must be capable of meeting security clearance requirements and include registered Professional Engineers or Professional Geologists with extensive drilling and inspection experience. Drilling personnel specifically must have a minimum of five years' experience in embankment drilling and inspection. While no specific incumbent is mentioned, contractors will need to demonstrate proficiency using specialized software like OpenGround and CADD, and provide comprehensive documentation of their technical capabilities. The anticipated contract value is approximately $20 million, with work to be completed within a one-year timeframe.
