About this opportunity

The U.S. Army Corps of Engineers Engineering District Huntington has issued a Sources Sought notice to identify qualified firms capable of providing multidisciplinary architecture and engineering (A-E) services under an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Dam Safety Design services. The procurement seeks engineering firms that can support flood control dam and levee safety projects throughout the Continental United States and its territories, specifically supporting the USACE Dam Safety Modification Mandatory Center of Expertise, Levee Safety Center of Expertise, Risk Management Center, and other USACE flood control operations. Required engineering disciplines include geotechnical, hydraulic, hydrologic, geologic, geomorphologic, geophysical, seismological, mechanical, and electrical engineering capabilities. Contractors must demonstrate their qualifications through professional registrations, company and personnel resumes, executed project examples, and supporting customer feedback documentation, along with the ability to provide personnel, materials, equipment, management, software, scheduling, quality controls, and construction support services for highly complex dam and levee safety modification projects. Responses to this Sources Sought notice are due by October 2, 2025, and will be used by the government to make appropriate acquisition decisions.

This opportunity does not include any set-aside designations and is open to all qualified contractors meeting the technical requirements. The notice does not identify any incumbent contractors or provide specific contract award values or budget ranges, as this is a preliminary market research effort rather than a formal solicitation. No current solicitation, specifications, or drawings are available at this time, and the government emphasizes that this Sources Sought notice does not constitute a solicitation announcement nor restrict the government to any particular acquisition approach. The responses will inform the government's acquisition strategy and help determine the appropriate contracting methodology for the eventual procurement. Work assignments under the anticipated contract will be distributed as needed to support the mission requirements of the various USACE centers and flood control operations. The government has not specified a timeline for when the formal solicitation will be released or contract performance periods.

Notice text

This is a SOURCES SOUGHT notice to determine the capabilities of firms. This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach.  No solicitation or technical scope of services is available currently.  The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions.

NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice.  Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions.

Work could occur anywhere within the Continental United States and its territories as assigned to or by the USACE Dam Safety Modification Center; Great Lakes and Ohio River Division Dam Safety Modification Production Center; and other USACE Flood Control Dam and Levee Safety work as necessary to support the mission.

Contractor shall demonstrate through professional registration, company, and personnel resumes, executed examples, and supporting customer feedback documentation its ability to provide engineering support of the following multidisciplinary engineering and architectural support for the Flood Control Dam and Levee services mission of the U.S. Army Corps of Engineers Dam Safety Modification Mandatory Center of Expertise, Levee Safety Center of Expertise, Risk Management Center, and other USACE flood control project users.

The A/E will be required to provide the appropriate personnel, materials, equipment, management, software, scheduling, quality and cost controls to perform highly complex dam and levee safety modification services, designs, and support and quality assurance monitoring during construction.  Disciplines required as a minimum to meet service needs include:  geotechnical engineering, hydraulic engineering, hydrologic engineering, geologic engineering, geotechnical engineering, geomorphologic engineering, geophysical engineering, seismological engineering, mechanical engineering, electrical engineering, structural engineering, civil/site engineering, scheduling, quality assurance staff, surveyors, planning, cost engineering, related to flood control dam and levee safety evaluations, consequence determination, environmental evaluations, geographic information systems expertise, computer aided design and drafting, construction cost engineering and estimating, construction cost and schedule risk analysis, construction engineering, construction Quality Assurance, and surveying will be required to support the program.

Services may also include any or all of the following based on need: Site characterization studies, Engineering evaluations and analyses in support of hydrologic (e.g. Inflow Design Flood) and seismic loading, consequence studies, Dam and Levee screenings, feasibility studies, preliminary and/or final designs, value engineering, constructability reviews, preparation of construction plans and specifications, or other analyses or studies related to the dam and levee safety programs.

A-E services will be required to evaluate flood control dam and levee appurtenances including bridges, gates, spillways, pumping stations, and other appurtenant structures attached to flood control dams and levees as necessary to characterize the project as a whole.  Earth embankment and foundation seepage analyses, inspection, assessment and design of concrete hydraulic structures and hydraulic steel structures associated with flood control dam and levee safety projects.

The A-E would be required to provide dam and levee safety experts to participate in highly complex dam and levee safety risk based Independent Expert Peer Reviews (IEPR), Expert Opinion Elicitations (EOE), for consultation, review of in-progress dam and levee safety design and construction activities, completed dam and levee safety construction, Risk Assessment and Analyses, Potential Failure Modes Analysis (PFMA), and numerical modeling of features associated with dam and levee safety projects.

All businesses will be considered for this SOURCES SOUGHT. The Government must ensure there is adequate competition among the potential pool of available contractors. The North American Industrial Classification System Code (NAICS) is 541330, which has a size standard of $15 million in average annual receipts. Award of multiple contracts is being considered. Each contract will likely have a base period of one year with four one-year options periods and have a total shared capacity of $250,000,000.00. Task orders awarded under these contracts will generally be between $100,000 and $90,000,000; it is highly likely possible multiple task orders may be ongoing across the USACE’s or its partners projects at the same time.
