About this opportunity
Army Contracting Command - Rock Island (ACC-RI), on behalf of Project Lead Joint Services, Project Manager Combat Ammunition Systems, and Joint Munitions Command, is soliciting for design, construction, installation, and qualification of a flexible modernized Load, Assemble, and Pack (LAP) facility for 155mm cargo projectiles at Blue Grass Army Depot (BGAD) in Richmond, Kentucky, with responses due by March 6, 2026. The Government intends to award a non-competitive, sole-source, undefinitized contract action under Class Deviation 2024-O0005 for Ukraine, Taiwan, and Israel support authorities.
Place of performance is BGAD (Buildings 550 and/or 562). The facility must achieve 30,000 rounds per year production capacity at 85% operational availability and support flexible configuration of various 155mm cargo projectiles. Performance completion for facility qualification, including x-ray inspection, is September 30, 2027. Contractors bear responsibility for structural modifications, building system upgrades (compressed air, electrical infrastructure), environmental permitting, and coordination with Department of Defense Explosive Safety Board for explosive site safety approval. The facility must incorporate radiographic inspection with 6 MeV or 450 kV x-ray capabilities, SCADA systems (contractor to cost-separate), and comply with NIST SP 800-171 cybersecurity controls, DFARS 252.204-7012, and UFC 4-010-06 for facility control systems.
An Undefinitized Contract Action with Firm Fixed Price ceiling and not-to-exceed value based on vendor responses is anticipated. Contract award is targeted for Quarter 3 Fiscal Year 2026, with an estimated award date of April 1, 2026 and 18-month performance period. Responses are limited to 100 pages and must address team composition, experience with LAP facility design and construction, environmental permitting, explosive safety planning, munitions operations, non-destructive inspection, detailed technical proposals with facility layouts and process flows, not-to-exceed pricing with cost drivers, personnel requirements, production and scrap rate calculations, and integrated master schedules. Industry Day is scheduled for January 12–15, 2026, at BGAD with virtual requirements briefing (January 12, 10:00 EST), one-on-one sessions, and optional onsite tours (registration deadline January 4, 2026). Vendors must be registered in SAM.gov; access to restricted SOW and floor plan documents requires DD Form 2345 Joint Certification Program certification.
