About this opportunity

The Army Contracting Command-Rock Island (ACC-RI) is seeking sources to design, construct, and commission a Load, Assemble, and Pack (LAP) facility for 155mm and 105mm artillery projectiles at the Iowa Army Ammunition Plant in Middletown, Iowa. The facility must be capable of handling both conventional (TNT, Comp B) and insensitive munition fills (IMX-104) for various artillery rounds, with an optimized production rate of 36,000 M795 (TNT) rounds per month. Key requirements include explosive safety site planning, process design, environmental permitting, facility construction, and commissioning. The government will evaluate responses based on technical capabilities, schedule, risk, total costs, and operational efficiency. Respondents must have an approved DD Form 2345 to access the Technical Data Package, be registered in SAM, and submit detailed technical descriptions limited to 100 pages by March 27, 2025.

The procurement is not set aside for any specific business category and will be a non-competitive, sole-source undefinitized contract action (UCA) with a firm-fixed-price ceiling. The contract is being pursued with urgency related to global military requirements, including support for Ukraine, Taiwan, and Israel. The project involves approximately 240 acres of land at IAAAP, with available utilities and infrastructure. Upon completion, the government will take ownership of the facility, which will be operated by the IAAAP Government-Owned, Contractor-Operated (GOCO) contractor. An Industry Day is scheduled for February 19-20, 2025, to provide potential vendors an opportunity to learn more about the project requirements and engage with government representatives. The facility is expected to be capable of producing multiple artillery projectile variants, including M795, M1128, XM1113, and M1 rounds, with a focus on lean manufacturing principles and digital radiography capabilities.
