About this opportunity

The Department of the Air Force Air Combat Command, through the 366 Contracting Squadron, is seeking qualified sources to provide F-15 Squadron operations and maintenance support services under the Foreign Military Sales (FMS) program. The contractor will be responsible for comprehensive aircraft maintenance, logistical support, and aircrew training services to ensure operational readiness of F-15 aircraft for a partner nation air force. Key requirements include providing qualified instructors to conduct pilot training encompassing basic qualifications, flight lead upgrades, and instructor certifications, as well as developing and delivering comprehensive training programs addressing pilot and crew training, simulator training, academic training, maintenance and technical training, and coursework development. While specific evaluation criteria are not detailed in the notice, responses should demonstrate relevant experience and capabilities, management and quality control measures, and SAM.gov registration and socio-economic certifications if applicable. The Response to Information (RFI) deadline is February 18, 2026, and all inquiries must be directed through SAM.gov, with direct contact to other Government personnel strictly prohibited.

This Pre-solicitation Notice does not utilize a set-aside designation, meaning all eligible businesses may compete. No incumbent contractor or current contractor information has been identified in the available documentation. The contract value and award budget have not been disclosed in this market research phase. The NAICS code is 488190 (Other Support Activities for Air Transportation) with a Small Business Size Standard of $40 million, and the applicable PSC category is J015 (Maintenance/Repair/Rebuild of Equipment—Aircraft and Airframe Structural Components). Interested parties must be registered on SAM.gov and submit capability statements electronically, as this RFI is voluntary market research and does not obligate the Government to issue a formal solicitation or acquire any services.
