The deadline for interested parties to submit their capability statements is April 10, 2026.
This procurement carries no set-aside designations and is classified under NAICS code 541511 (Custom Computer Programming Services) and PSC category AC33 (National Defense R&D Services; Defense-Related Activities; Experimental Development). Ultra Electronics is identified as the original developer, designer, and sole proprietor of the proprietary software source code and technical data package, making legal access to their intellectual property a fundamental requirement for participation. The pre-solicitation notice does not specify an award value, budget range, or quantified performance timeline, as this is a market research phase intended to assess capability and interest in the marketplace prior to formal solicitation. Interested contractors should recognize that this opportunity requires specialized knowledge of the C2P AP MLIU system and contractual or licensing arrangements with Ultra Electronics to access proprietary materials and source code necessary for performance.
