About this opportunity
The 28th Contracting Squadron at Ellsworth Air Force Base, under the Department of the Air Force Air Combat Command, is conducting a market research Sources Sought Notice to identify potential contractors for a Contractor Operated Civil Engineer Supply Store (COCESS). The requirement involves providing all necessary labor, supervision, equipment, supplies, and materials—including hazardous materials—to establish and operate a comprehensive on-base supply store serving authorized government personnel. The objective is to create a simplified "one-stop shop" enabling personnel to procure quality materials, tools, and equipment for work orders, construction projects, recurring maintenance and repair, and self-help initiatives, stocking commercial and industry products similar to those available at major hardware retailers. This Sources Sought Notice is issued for planning and market research purposes only in accordance with FAR Part 10 and does not constitute a commitment to award a contract or proceed with a procurement. The deadline for responses to this Sources Sought Notice is May 14, 2026, and interested sources are advised not to submit cost or pricing data at this stage, but rather to monitor SAM.gov for any subsequent solicitation.
No set-aside designation has been applied to this procurement opportunity. The current contract, FA4690-22-D-0002, is a Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract held by the incumbent contractor, and this Sources Sought represents potential recompetition of that effort. The notice does not disclose specific award values or budget ranges for the anticipated contract, nor does it provide detailed numerical metrics regarding inventory levels, store square footage, or expected transaction volumes. Contractors should be prepared to provide comprehensive supply chain management, inventory control, material acquisition, delivery, and storage capabilities to support the diverse operational needs of Ellsworth AFB's civil engineering and facility maintenance operations. This is classified under NAICS 332510 (Hardware Manufacturing) and PSC 5340 (Hardware, Commercial), indicating the commercial nature of the procurement.
