About this opportunity

The U.S. Coast Guard is conducting a market survey to evaluate small business capability for waterfront infrastructure modernization at three Northeast locations, with responses due by August 7, 2026. This sources-sought notice is not a solicitation and will not result in a contract award; it is a procurement-integrity-protected market survey only.

The acquisition is anticipated to be set aside for total small business under NAICS 237990 (Other Heavy and Civil Engineering Construction), with a $45 million size standard. The estimated procurement value is between $5 million and $10 million.

Work encompasses modernization of legacy mooring infrastructure at three locations: Coast Guard Sector Long Island Sound in New Haven, Connecticut; Sector Field Office Southwest Harbor in Southwest Harbor, Maine; and Sector Northern New England in South Portland, Maine. The scope includes corrosion mitigation, structural repairs, safety enhancements, and utility upgrades to support new cutter fleet operations, maintenance, and crew needs while meeting safety and environmental standards.

The Coast Guard anticipates awarding one contract covering all three sites, though construction need not occur concurrently and may be phased. Bid, payment, and performance bonds will be required. The Coast Guard seeks vendors with successful past performance, current relevant experience, personnel, equipment, bonding capacity, and demonstrated capability to execute the work.

Responding vendors should provide written information only; no reimbursement is available for response costs, and technical points of contact will not be disclosed to protect procurement integrity of any subsequent formal solicitation.
