About this opportunity
Indian Health Service is conducting a sources-sought inquiry to identify vendors capable of providing clearinghouse services for the Oklahoma Area IHS, with responses due by June 2, 2026. This procurement carries a statutory Buy Indian Act preference for Indian Economic Enterprises (IEE) where practicable; Indian Small Business Economic Enterprises (ISBEEs) and other small businesses are encouraged to respond.
The requirement covers secure electronic claims submission and management services across twelve IHS facilities in the Oklahoma City Area and Kansas, supporting Medicare, Medicaid, VA, and Commercial Payer claims processing for medical and dental services. The solution must operate as a web-based clearinghouse without requiring software installation within the IHS environment, deliver HIPAA-compliant secure File Transfer Protocol connectivity, support EDI transactions and telnet sessions, and provide workstation-independent multi-user access. Deliverables include unlimited DDE and FISS online claims status access, automated batch 837/835 file transfers, real-time Medicare and Commercial Payer eligibility verification, automated claims correction capability (276/277), comprehensive weekly claims reporting, and toll-free technical support (8 a.m. to 5 p.m. Monday–Friday, Central Time) with a two-hour minimum response time. The contractor shall submit third-party claims to carriers by close of business the next business day and perform routine claims editing with rejection reporting. Billing is at a flat rate for unlimited transactions. Contract period is one year with four optional one-year renewal periods.
Respondents must submit capability statements including company socioeconomic status, SAM UEI, DUNS number, CAGE code, tax ID, applicable GSA Schedule or procurement vehicle, and current SAM registration status.
