About this opportunity

The Indian Health Service's Albuquerque Area is conducting market research to identify potential sources for AVAYA technical support and maintenance services for the Jicarilla Service Unit's existing digital telephony system. This Pre-solicitation Notice, issued under NAICS Code 517810 (All Other Telecommunications), is being used solely for research purposes to determine whether the requirement can be set aside for Indian Small Business Economic Enterprises (ISBEE) or alternatively as a Total Small Business Set-Aside. Respondents must submit company information including their Unique Entity Identifier (UEI), active SAM.gov registration, business size, and socioeconomic status, along with a completed IHS IEE Representation Form certifying whether they meet the definition of an Indian Economic Enterprise with Indian Ownership. The IEE Representation Form requires self-certification of Indian Economic Enterprise status and obligates firms to maintain this status through contract performance, with false information subject to penalties under federal law. The deadline for submitting responses to this Sources Sought Notice is December 30, 2025.

This Pre-solicitation Notice is designated as a Total Small Business Set-Aside, prioritizing participation from qualified small business entities. The notice does not constitute a formal solicitation or request for proposals, and no reimbursement will be provided for costs incurred in responding to the market research inquiry. The government has not disclosed specific contract award values, budget ranges, or service timelines in the available documentation. No current incumbent contractor or potential award amount has been identified in the Pre-solicitation Notice materials. Interested small businesses, particularly those meeting ISBEE, HUBZone, Service-Disabled Veteran-Owned Small Business, Small Disadvantaged Business, or Women-Owned Small Business criteria, are encouraged to respond by the December 30, 2025 deadline to express their capability and interest in this technical support and maintenance requirement.
