This is a source sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program. The Naval Surface Warfare Center, Crane Division (NSWCCR) has a requirement for six (6) Liquid Air Palletized Systems (LAPS) Drawing 62228 708999-1. The drawing will not be provided by the Government. These systems provide cooling to critical senor systems to US Navy P-8A assets.
The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, Meggitt Defense, 9801 Muirlands Boulevard, Irvine, CA 92618 (CAGE 62228). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The program requires LAPS suppliers to go through an extensive qualification plan to include inspection, certification, first article testing, and operational testing. The basis for restricting competition is due to the duplicative cost and schedule delays that the Government does not expect to be recovered through competition.
All responsible sources may submit a capability statement which will be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will solely be considered for the purpose of determining whether to conduct a competitive procurement.
