About this opportunity
The Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is seeking cost estimates for data rights associated with hyperspectral imaging (HSI) spectrometer sensors as part of a source sought notice. The Intelligence, Surveillance, Reconnaissance & Special Operations Forces Directorate is evaluating options to modify legacy MS-177 sensors to MS-177B sensors in collaboration with an Air Force partner and requires detailed pricing information for Unlimited Rights for Data across three sensor variants: MS-177, MS-177A, and MS-177B. Respondents must provide comprehensive cost breakdowns for multiple data rights levels (Unlimited Rights, Restricted Rights, Government Purpose Rights, and Limited Rights) along with clear definitions of covered data types, specific deliverables, any applicable restrictions, and the pricing methodology used for cost estimates. The deadline for submitting responses is December 8, 2025, at 4:00 PM EST, with all submissions directed to collin.harris.1@us.af.mil and copied to john.heinl@us.af.mil and wayne.wolfe.3@us.af.mil. Programmatic questions should be directed to Collin Harris at the email address provided.
This pre-solicitation notice includes no set-aside designations and does not identify any potential incumbents or current contractors for reference. No specific award value or budget range has been disclosed in the notice, as this source sought effort is intended to gather market information and capability assessments rather than execute an immediate procurement. The response period is brief, with the due date falling only thirteen days after the posting date of November 25, 2025. The procurement falls under NAICS code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and PSC code 6655 (Geophysical Instruments), indicating the technical nature of the sensor systems under evaluation. No specific quantities or service timeline parameters are provided in the notice, as responses are limited to cost estimates and technical clarifications regarding data rights options.
Notice text
Intelligence, Surveillance, Reconnaissance & Special Operations Forces Directorate at Wright-Patt is exploring options to modify MS-177 legacy sensors to MS-177B sensors as part of a joint mission with an Air Force partner.
The AFUSG is currently evaluating ability and data rights needs for this project and are requesting a cost estimate for specified data rights for the legacy MS-177 sensor, MS-177A, and MS-177B and cability to perform.
Specifically, we require a cost estimate for Unlimited Rights for Data. If you offer multiple levels of data rights (ie. Restricted Rights, Government Purpose Rights, Limited Rights), please provide a cost breakdown for each.
Please also clarify the following:
- Clearly define what data is covered by the requested rights (e.g., specific drawings, software code, technical manuals, etc.).
- Deliverables: What specific deliverables will be provided with the data rights (e.g., source code, object code, documentation, etc.)?
- Restrictions: Are there any restrictions or limitations associated with the requested data rights, beyond those inherent in the type of right itself (e.g., limitations on sublicensing, use for specific purposes, etc.)?
- Method of Pricing: Please explain the basis for the cost estimate (e.g., flat fee, percentage of development cost, etc.).
We would appreciate receiving your cost estimate by 08 Dec 25 by 4pm EST. Please send your response to collin.harris.1@us.af.mil and copy john.heinl@us.af.mil and wayne.wolfe.3@us.af.mil.
Thank you for your time and attention to this request. We look forward to hearing from you soon.
Please direct programmatic questions to the undersigned at collin.harris.1@us.af.mil.
