About this opportunity

The Department of the Interior's Bureau of Indian Education is conducting market research through this source sought announcement to identify vendors capable of providing food delivery and courier services to Havasupai Elementary School (HES) located in Supai, Arizona. The school, situated at the bottom of the Grand Canyon on the Havasupai Tribe's reservation, requires vendors to deliver refrigerated and non-refrigerated food items and mail/package services via an 8-mile canyon route accessible only by foot, horseback, mule, or helicopter. Key requirements include sophisticated coordination and communication capabilities among multiple contractors, helicopter sling operators, and school personnel, along with strict adherence to safety standards for both food handling and package security. The Bureau of Indian Education will use vendor responses to develop future solicitation documents and determine appropriate socio-economic set-aside designations. The response deadline for this non-binding market research announcement is November 6, 2025, and interested parties should note that this is not a formal Request for Proposal or Request for Quote, with no government commitment or reimbursement of response costs.

This source sought announcement carries no set-aside designation at this time, and no incumbent contractor or award value information has been disclosed in the notice. The announcement does not specify budget ranges, contract duration, or quantity requirements for food and courier services, as the Bureau is still in the market research phase to inform future procurement strategy. No current contractor information is provided, indicating this may be a new service requirement or represent a re-competition scenario. The remote nature of the location and the specialized logistics involved in canyon access represent the primary operational challenges vendors must address in their responses.
