About this opportunity
The Naval Air Systems Command (NAVAIR), through Program Manager Adversary and Specialized Aircraft (PMA-226), is procuring Contractor-Owned, Contractor-Operated (COCO) aviation services for Sonobuoy Lot Acceptance Testing (SLAT), with proposals due June 22, 2026. The procurement is full and open competition, NAICS 481219 (Other Nonscheduled Air Transportation), PSC V121 (Air Charter).
The acquisition supports Program Manager for Air Anti-Submarine Warfare Systems (PMA-264) and requires capability stand-up including sonobuoy launch system procurement, aircraft modifications, personnel training, and flight operations to validate sonobuoy system performance and reliability in operational environments. The resulting contract is a 4-year, 365-day IDIQ with a capability stand-up period not to exceed 12 months, after which flight performance begins.
Offerors must propose ownership or a signed lease agreement for at least one aircraft (by Type/Model/Series and serial number) equipped with a pneumatic sonobuoy launch system. Aircraft must operate within specified airspeed envelopes based on sonobuoy launch altitude requirements per PWS Section 3.1.d.; this airspeed range is non-negotiable. The basing distance requirement is fixed and will not be broadened for cost savings. Amendment 0001 established a 15 percent small business participation commitment (Section L).
Offerors must demonstrate CMMC Level 2 certification at time of award per DFARS 204.7502 and indicate certification status in Table CA-1 of their proposals. FAA Part 91 or Part 135 certifications and PWS safety standards are mandatory. Amendment 0003 added Sonobuoy Launch Container Drawings (CUI) to Section J; offerors must design and propose their own pneumatic launcher systems incorporating the standard SLC dimensions provided. Government responses to RFIs (most recent update June 10, 2026) clarified technical approach equivalency determinations, safety equipment applicability to Ground Control Stations, and proposal formatting requirements. The procurement is conducted under FAR Part 15 and DFARS 215.3.
