About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 has published a Notice of Intent to Sole Source a solid waste disposal contract to Black Warrior Solid Waste for the Tuscaloosa VA Medical Center. This Special Notice, posted on November 3, 2025, announces the government's intent to award a firm-fixed-price contract for landfill disposal services without pursuing competitive bidding. The contract falls under NAICS Code 562212 (Solid Waste Landfill) and is being justified under FAR 8.405-6(a)(1)(i)(B) due to the unique or highly specialized nature of the required services. The Department of Veterans Affairs has determined that sole-source procurement is appropriate in this instance and is providing notice to potential competitors of this determination.
The primary purpose of this contract is to provide landfill disposal services for waste collected and transported by Government personnel at the Tuscaloosa VA Medical Center facility. The contractor will be responsible for accepting and disposing of waste at a certified landfill facility, with occasional pickup by the landfill contractor on an as-needed basis when government vehicles are inoperable, with the accommodation for a vehicle height of 13'6". Interested parties who believe competition would be advantageous to the government must submit clear evidence to support their position by 12:00 pm EST on Friday, November 7, 2025, via email to Natasha Mixon@va.gov. The contract will be awarded for a base performance period of 12 months with four optional one-year renewal periods. The services exclude disposal of infectious, hazardous, or regulated medical waste, and the government retains sole discretion over the final determination to proceed with sole-source procurement.
