About this opportunity
The National Institute of Standards and Technology seeks quotations for one two-channel vector signal generator and one additive white Gaussian noise generation module, with quotations due July 17, 2026 and questions due July 13, 2026. This is an unrestricted acquisition with no set-aside.
Place of performance is Boulder, Colorado (NIST-Boulder, Building 3, Room 3A-119, 325 Broadway). The vector signal generator must operate at frequencies up to 20 GHz with channel modulation bandwidth exceeding 100 MHz, include a 3.5mm or compatible connector, produce spectral purity (harmonics) less than -30 dBc, and demonstrate phase noise less than -130 dBc at 1 GHz; an integrated screen is required. The AWGNG capability may be provided as software or hardware. All equipment must be new (not refurbished or reconditioned) and covered by the original manufacturer's full warranty with service provided by the manufacturer's U.S.-based service organization. Delivery is directly to the specified Boulder address with an available loading dock; software and electronic manuals must be provided. Inspection and acceptance are expected on-site within seven business days. A manufacturer's certificate of calibration is required for each item, and a three-year calibration plan should be included in the proposal. No training, installation, maintenance, or travel services are required.

Quoters must submit firm-fixed-price quotations in three volumes: Technical Quotation, Price Quotation, and Terms and Conditions. Quotations must be organized to address all specifications, country of origin, and manufacturer authorization. Award will be made to the responsible quoter with the lowest priced, technically acceptable quotation meeting or exceeding minimum specifications. The Government reserves the right to award without discussions based solely on initial quotes. All quoters must maintain active SAM.gov registration through contract performance and final payment.
