About this opportunity
The Mission and Installation Contracting Command at Fort Eustis is procuring transportation support services for the United States Military Academy (USMA) at West Point, New York. The services include charter bus transportation for 1-50 personnel between USMA and four regional airports (JFK, LaGuardia, Newark, and Stewart International), as well as medical transportation to facilities within a 150-mile radius of West Point. Contractors must maintain a contractor-owned, contractor-operated fleet consisting of charter buses, 15-passenger vans, sedans, and SUVs, with all maintenance costs borne by the contractor. Key qualifications include current GSA contract registration, satisfactory Federal Motor Carrier Safety Administration (FMCSA) carrier safety ratings, DoD approval, and submission of technical brochures detailing full fleet vehicle specifications. The solicitation will be evaluated on a lowest price technically acceptable basis, with technical capability and past performance as non-price evaluation factors, and award will be made to one contractor without discussions. The proposal submission deadline is April 20, 2026, at 12:00 PM, and questions must be submitted by April 13, 2026, at 4:30 PM EST.
This procurement is set aside 100% for small businesses under NAICS code 485510 (Charter Bus Industry) with a size standard of $19,000,000 per year. The contract period of performance runs for 12 months from June 1, 2026, through May 31, 2027, with four optional one-year extensions available. Historical performance data from the technical documentation indicates approximately 1,278 missions annually with an average of 8,736 hours and 158,202 miles, though the contractor should anticipate a 50 percent reduction in transportation movement requests during summer break (June 1 through July 31). The contractor must operate services seven days per week from 6:00 AM to 9:00 PM, including all federal holidays, with a 98 percent vehicle availability requirement and 100 percent application access maintenance standard. The place of performance is West Point, New York 10996, and the contractor must assign dedicated points of contact with West Point network access and obtain necessary security clearances and installation access badges for all personnel.
