About this file
This document is a technical data appendix containing four work-related data sheets for a transportation services contract at the United States Military Academy (USMA) at West Point.
TD-01 provides geographic exclusion maps for the USMA Bus Operations (BOS) Trans Region, showing two satellite map views with highlighted yellow areas that must be excluded from the contractor's workload and cost assessments. TD-02 presents monthly driver activity data for the period November 2023 through October 2024, detailing 1,278 total missions executed with 8,736 hours and 158,202 miles. The data breaks down operations by vehicle type (sedan, medium vehicle, and bus), with average metrics for each category. Notable variations include a peak in April 2024 (194 missions) and reduced activity during the summer months of June-July 2024. TD-03 specifies required hours of operation as 0600-2100 (6:00 AM to 9:00 PM) seven days per week, including all federal holidays. The document notes an anticipated 50 percent reduction in Transportation Movement Requests (TMRs) during summer break (June 1 through July 31). TD-04 establishes performance standards and quality metrics across six task/requirement areas, including vehicle availability with 98 percent acceptable quality level (AQL), TMR execution timeliness, overtime staffing requirements, application access maintenance at 100 percent AQL, weekly reporting due Friday mornings, and monthly CDRL-01 reporting due the third business day of each month. TD-05 indicates that USMA points of contact information was to be determined (TBD) and specifies that all CDRL and weekly report correspondence must be sent via email, with telephonic communications encouraged for operational issues without hindering service execution.
