About this opportunity
The United States Army Contracting Command - Detroit Arsenal (ACC-DTA) is soliciting proposals for the procurement of Elevating Mechanism Assembly units (National Stock Number 1010-01-151-6227, Part Number 5830128) under a firm-fixed-price, five-year requirements contract. The solicitation requires offerors to access an export-controlled Technical Data Package (Distribution D) through SAM.gov and possess current Joint Certification Program (JCP) certification to participate. Key contract requirements include submission of proposals electronically via email to Contract Specialist Kaley H. Weeden and Contracting Officer Elizabeth L. Levine-Welhouse by May 27, 2026, at 3:00 PM EST, with First Article Test/First Article Test Report (CLIN 0011) due within 150 calendar days of contract award. The Government will evaluate proposals based on two primary factors: delivery schedule (significantly more important) and price, with delivery schedule assessed at the Contract Line Item Number (CLIN) level using adjective ratings of Outstanding, Good, Acceptable, Marginal, or Unacceptable. Production deliveries are required within 330 days (if FAT is required) or 180 days (if FAT is waived) for the first ordering year, and 180 days for subsequent years.
This solicitation is designated as a 100% small business set-aside under Federal Acquisition Regulation (FAR) 52.219-6, requiring offerors to be certified small businesses registered in the System for Award Management (SAM) under NAICS code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) and meet applicable small business size standards. No incumbent contractor is identified in the solicitation materials. The estimated total contract quantity is 4,546 units distributed across five one-year ordering periods, with specific delivery schedules and milestones established for each ordering period. All deliveries will be directed to the Army General Supply Central Receiving Point in Anniston, Alabama, with place of performance designated as the United States. The contract administration will be conducted by the Army Contracting Command - Detroit Arsenal, and offerors should monitor the internet address periodically for any amendments, as the Government is under no obligation to maintain a mailing list and failure to respond to amendments prior to the proposal deadline may result in proposal rejection.
