The U.S. Air Force Sustainment Center is soliciting proposals for repair services of the Programmable Armament Control System 46 (PACS-46) Converter Programmer units used on F-15 Eagle aircraft through Firm-Fixed Price Requirements contract FA8538-26-R-0003. The solicitation, issued on December 17, 2025, seeks a contractor capable of providing comprehensive repair services including minor repairs, major repairs, no-fault-found diagnostics, and beyond-economic-repair assessments. Contractors must demonstrate the technical knowledge, proprietary data access, and capabilities necessary to repair and test PACS-46 units to ensure compatibility with F-15 fleet operations. Repair services must be completed within 30 calendar days of asset receipt or funded task order, whichever is later. Proposals are due by February 16, 2026, providing a 60-day solicitation period for potential contractors to prepare and submit their responses.

This procurement is not set aside for small businesses, though the NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) applies. Hamilton Sundstrand Corporation (CAGE Code 0CAM5) is identified as the current sole-source provider due to exclusive possession of required technical data and performance specifications. The contract structure includes a 12-month basic ordering period followed by four optional 12-month ordering periods, with best-estimated quantities of 36 minor repairs, 13 major repairs, 13 no-fault-found cases, and 1 beyond-economic-repair unit per period. The PACS-46 system is expected to remain operational on the F-15 fleet through 2045, indicating sustained long-term support requirements. Repair services will be performed in Phoenix, Arizona, with the contractor responsible for maintaining serviceable asset availability to support Air Force sustainment operations.
