About this opportunity
The U.S. Army Corps of Engineers Louisville District seeks design-bid-build construction of a microgrid and power generation system at Rock Island Arsenal, Illinois, with proposals due July 8 at 3:00 PM Eastern Time. This is a full and open competition with HUBZone price evaluation preference; the procurement is not set-aside.
Place of performance is Rock Island, Illinois. The project magnitude is anticipated between $25 million and $100 million, with the contract expected to be at the upper end of this range. The NAICS code is 237130, Power and Communication Line and Related Structures Construction (size standard $45 million).
The microgrid comprises 14 megawatts of natural gas-fired reciprocating internal combustion engine generators, 3 megawatts of solar photovoltaic panels, and a 400-kilowatt/1.6 megawatt-hour energy storage system, integrated with the existing 2.8 megawatt hydroelectric plant. The system will provide sustained power to the entire RIA electrical distribution system during utility grid outages when islanded from the grid. Scope includes electrical and telecommunication duct bank installation, switchgear, load-balancing controllers, and a generation storage management system.
Evaluation uses a Best Value Trade-Off process with three equally weighted technical factors—Past Performance, Management Plan, and Small Business Participation Plan—all weighted approximately equal to price. Offerors must demonstrate up to three similar projects completed within the last six years containing at least three scope elements and one size element, with prime contractor self-performance of at least 15 percent of direct contract labor. Small business participation is required to meet a minimum goal of 20 percent of total contract value. All offerors must demonstrate CMMC Level 2 cybersecurity compliance and furnish performance and payment bonds within 10 calendar days of award. The contract is firm fixed price. Amendment 0003, released July 2, modified cybersecurity specification sections 25 05 11.02, 25 05 11.03, and 25 05 11.04.
