About this opportunity

The National Institute of Standards and Technology (NIST) seeks a quotation for one ultra-stable telecom laser meeting specific technical specifications for its Quantum Measurement Division, with quotations due September 3, 2026 at 10:00 AM Eastern Time. This is a 100% small business set-aside (NAICS 334516, size standard 1,000 employees).

Place of performance is Gaithersburg, Maryland. The laser must operate at single-frequency 1550.12nm wavelength with 0.1nm accuracy, linewidth of 1 Hz or narrower measured over 1 second, frequency stability (Allan deviation) of 4×10⁻¹⁵ at 1 second and 7×10⁻¹⁵ at 10 seconds, optical output power of 10mW or more when stabilized, long-term frequency drift of 25 kHz or less per 24 hours, and frequency-locking capability to an optical cavity with user-selectable offset frequency range of −1.5 GHz to +1.5 GHz. The system must include automated controls via front panel and USB GUI, remote control via HTTP interface, an included optical cavity (50–130mm length, finesse of 300,000 or higher at 1550nm), vibration isolation, temperature controllers, and FPGA electronics. Physical dimensions may not exceed 46cm × 48cm × 63cm and weight must not exceed 150kg. All items must be new, unused, and shipped in original manufacturer packaging.

Delivery is FOB Destination, not later than 6 months after receipt of order. Payment is Net 30 following invoice receipt and acceptance, with 100% payment due upon installation and acceptance. The Government will test and accept equipment on site within 7 business days of installation. Contractor must provide a minimum one-year warranty after acceptance per FAR 52.212-4. The Government intends a single firm-fixed-price award to the lowest-priced, technically acceptable quoter using simplified acquisition procedures. Quotations require three volumes: technical demonstration, firm-fixed-price quotation with 90-day validity including all shipping and tariffs, and completed terms and conditions. All offerors must maintain active SAM.gov registration through award and final payment.
