About this opportunity

The Department of State U.S. Embassy Harare is seeking quotations for residential garbage collection services for embassy personnel residences located in the northern suburbs of Harare, Zimbabwe. The contract covers comprehensive waste management services including weekly garbage collection, provision of two garbage liners per residence per week, transportation using a 7-10 ton truck with canopy, and adherence to a set service schedule that includes collection on public holidays. Contractors must demonstrate technical capability to handle hazardous materials appropriately, comply with local environmental regulations, provide quality waste collection services, and offer emergency collection services within 24 hours when requested. The government intends to award to the lowest-priced, acceptable, responsible offeror based on initial quotations without discussions, though discussions may be held with companies in the competitive range if necessary. Quotations must be submitted electronically by September 3, 2025 at 5:00 PM, with all submissions required to be in English and not exceed 30MB file size limits.

This procurement does not utilize any set-aside designations and no incumbent contractors are identified in the solicitation materials. The contract structure includes a base period of one year with four additional one-year option periods, potentially extending the total contract duration to five years. Service delivery will occur at U.S. Embassy residential properties in the northern suburbs of Harare, Zimbabwe, with the contract anticipated to commence in August 2025. All prospective contractors must maintain active registration in the System for Award Management (SAM) database prior to proposal submission, as failure to meet this requirement will result in the proposal being deemed non-responsible. The evaluation will focus on pricing, technical capability, and the contractor's demonstrated ability to meet performance standards including limiting customer complaints and maintaining consistent service quality throughout the contract period.
