About this opportunity

The National Institute of Standards and Technology seeks quotations for one Radio Frequency (RF) synthesizer with proposals due July 31, 2026 at 1:00 p.m. Eastern Time. This is a total small business set-aside procurement under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000-employee size standard.

Place of performance is Gaithersburg, Maryland. The RF synthesizer must feature two independently tunable output channels with independent control of frequency, phase offset, and amplitude while maintaining phase coherence between channels. The first channel must deliver output frequencies between 10 MHz and 6 GHz, with output power adjustable between −110 dBm (or lower) and 15 dBm (or higher) at 0.01 dBm resolution, and must meet stringent single sideband phase noise requirements for a 10 MHz signal. All equipment must be new in original manufacturer packaging with complete documentation and software included; used, remanufactured, experimental, prototype, custom items, and gray market components are explicitly prohibited. The equipment supports electro-optic device research for quantum sensing and timekeeping applications within NIST's Microsystems and Nanotechnology Division.

Quotations are firm fixed price and must be organized into three distinct volumes: Technical Quotation, Price Quotation, and Terms and Conditions. The technical quotation must demonstrate compliance with all minimum specifications through detailed citations linking NIST requirements to product literature; unsupported claims will not be accepted. The price quotation shall include all shipping costs on FOB Destination basis, tariffs if applicable, and additional charges for foreign-manufactured products clearly identified by country of origin and tariff percentage. Award will be made to the lowest-priced, technically acceptable quoter. Pre-quotation inquiries are due within 4 calendar days of solicitation issuance. All quoters must maintain active SAM.gov registration at submission and throughout contract performance.
