About this opportunity
The National Park Service is seeking proposals for a 10-year concession contract to provide food and beverage and retail services at Mabry Mill within Blue Ridge Parkway. The agency requires a concessioner to operate the Mabry Mill Restaurant (800 square feet, 65-seat dining room) and gift shop, with a minimum operating season from May through October and service requirements of at least five hours per day, four days per week. Proposals will be evaluated based on five principal selection factors: responsiveness to park conservation and visitor service objectives, offeror's experience and background, financial capability, proposed minimum franchise fee, and operational plans, with additional consideration for environmental management and marketing approaches. The evaluation process uses a point-based scoring system with a maximum of 18 points across all factors. Critical deadlines include questions due July 24, 2025, notification of intent to propose due September 3, 2025, and final proposals due October 1, 2025 at 12:00 p.m. ET.
This opportunity has no set-aside designation and is fully competitive with no preferred offeror identified. The projected gross receipts range from $600,000 to $900,000 annually, with an estimated initial investment requirement of $320,000 covering personal property, inventory, start-up costs, and working capital. The concessioner must pay a minimum franchise fee of 0.5% of gross receipts and establish a Component Renewal Reserve of 2% of gross receipts, while also addressing $68,000 in deferred maintenance over the first two years of operation. The contract term runs from January 1, 2026 through December 31, 2035, encompassing a full decade of operations at this historic Blue Ridge Parkway location. The facility includes 4,068 square feet of building space built in 1956, with an insurance replacement value of $705,352, along with designated parking areas totaling over 200,000 square feet.
