About this opportunity

The United States Army Contracting Command - Detroit Arsenal is procuring Elevating Mechanisms (NSN 1010-01-043-4663, Part Number 11579001) for 60MM Mortar weapon systems through three separate solicitations under the umbrella solicitation number 1010-01-043-4663. The procurement involves Technical Data Packages that are export-controlled with Distribution D classification, requiring contractors to obtain Joint Certification Program (JCP) certification and possess a current DD 2345 Militarily Critical Technical Data Agreement to access the technical specifications. Offerors must be registered in the System for Award Management (SAM) and comply with various cybersecurity, telecommunications, and supply chain security requirements including Controlled Unclassified Information (CUI) handling protocols. The government will evaluate proposals using the lowest price technically acceptable method, focusing primarily on price reasonableness and unbalanced pricing considerations, with the intent to award without discussions. The proposal submission deadline is September 24, 2025, with proposals required to be submitted electronically via email to Contract Specialist Ashley A. Young, and all proposals must remain valid for 120 calendar days.

The solicitations include both small business set-aside and full and open competition opportunities, with no incumbent contractors identified in the documentation. The procurement encompasses varying quantities across the three solicitations: two solicitations for 108 units each with 100% options for additional 108 units, and one solicitation for 8 units with a 100% option for an additional 8 units, all structured as Firm-Fixed-Price contracts classified under NAICS code 332994 for Small Arms, Ordnance, and Ordnance Accessories Manufacturing. The delivery timeline is established at 150 days after contract award, whether First Article Testing is required or waived through the provided First Article Waiver Worksheet process. Performance will occur within the United States, with inspection and delivery specified to take place at the DLA Distribution Anniston facility in Alabama. The contracts will include requirements for First Article Testing, configuration management documentation, and various data deliverables such as Engineering Change Proposals, Test/Inspection Reports, and Meeting Minutes.
