About this opportunity
The Bureau of Safety and Environmental Enforcement issued a sole-source justification on June 5, 2026, for a noncompetitive order under GSA schedule 47QSMS26D0027 to acquire a continuous, real-time water-quality monitoring system with turnkey SCADA integration for the Ohmsett National Oil Spill Response Research & Renewable Energy Test Facility; capability statements from firms believing themselves capable of meeting the requirement are due by June 22, 2026.
The order targets Hach Company for a system supporting operations at Ohmsett, with an estimated performance period of 180 days after receipt of order. The system must deliver continuous multi-parameter monitoring of pH, conductivity/salinity, turbidity, dissolved oxygen, chlorine/chloramine, and ammonia; automated fouling mitigation and self-cleaning features; SCADA-compatible alarm and threshold logic using protocols such as Modbus TCP/IP or OPC-UA; engineering deliverables including I/O point lists and network documentation; onsite installation and commissioning; and operator training and technical documentation. BSEE justified sole-source selection under GSAM/R 538.7104-3(b)(1) by asserting that only one source can provide the required supplies and services at the required quality level, citing market research that identified no other MAS contractor capable of delivering validated SCADA integration with proven performance in harsh, saltwater, and oil-exposed industrial environments combined with continuous real-time monitoring capability as a single accountable vendor. Pricing is considered fair and reasonable because Hach's MAS prices are pre-negotiated and determined fair and reasonable by GSA. Any firm with relevant capability should submit a statement to william.rilee@bsee.gov by the response deadline; the Government reserves the right not to compete the requirement.
