About this opportunity
The Naval Surface Warfare Center (NSWC) Crane, under the Department of the Navy Naval Sea Systems Command, is seeking to procure one 4-inch Integrating Sphere (VSX Visible Light Sphere) with a measurement range of .001 to 1,250 footlamberts, including a Sphere Controller, 25-foot cable, and Ethernet, GPIB, and RS-232 connectivity. This sole-source procurement is being conducted under FAR 12.201-1 authority to support testing of LCS Toplite Electro-Optics Sensor systems to ensure proper condition assets for the LCS fleet. The Government intends to negotiate exclusively with Santa Barbara Infrared Inc. (cage code 0B0B2) of Santa Barbara, California, as the original equipment manufacturer, due to the unavailability of technical data packages for re-engineering and the established fit, form, and function integration with the existing LCS collimating workbench setup. While no specific evaluation criteria beyond capability assessment are detailed, the solicitation indicates that all responsible sources may submit capability statements for consideration, though the Government reserves discretionary authority regarding competition decisions. The offer due date is March 27, 2026, at 11:00 p.m. Eastern Time, with contracting officer Shauna Pegg (812-631-1724) and contract specialist Rose M. Brown (812-381-7285) identified as primary contacts.
This procurement carries no set-aside designation and is designated exclusively for Santa Barbara Infrared Inc., with no contract value explicitly stated in the solicitation notice. The requirement is for delivery within 120 calendar days from the award date, with an anticipated delivery date of September 30, 2026, to NSWC Crane's Supply Operations Building 41 Receiving in Crane, Indiana. The contract will be issued as a firm fixed-price commercial purchase order under NAICS 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC 5855 (Night Vision Equipment, Emitted And Reflected Radiation). The procurement is designated as a Defense Priorities and Allocations System (DPAS) DO-rated order, and early and partial deliveries are acceptable without additional cost to the Government. Payment will be processed through the Wide Area WorkFlow (WAWF) system with a constructive acceptance period of 21 days, and inspection and acceptance will be conducted by Government personnel with Kilea Keith serving as the WAWF acceptor.

ISSUE DATE 12 MAR 2026 – CLOSING DATE 27-MAR-2026 – 11:00 p.m. Eastern Time
ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for a quantity of one (1) 4-inch Integrating Sphere with .001 to 1,250 fl, Sphere Controller, 25-Foot Cable, Ethernet, GPIB and RS-232, Santa Barbara Infrared Part Number VSX-04-P-A-L-25-EGS. The required delivery date is 9/30/26. This requirement is anticipating a sole sourced firm fixed priced commercial purchase order utilizing PSC 5855 and NAICS 334511.
The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Santa Barbara Infrared Inc., cage code 0B0B2, out of Santa Barbara, California, under the authority of FAR 12.201-1. This will be sole source to Santa Barbara Infrared Inc. due to the LCS collimating work bench setup, communication, and the fit/form/function the bench has been configured to this specific unit with no other viable options on the market that would not incur duplication of a redesign and testing efforts. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
