About this opportunity
The Library of Congress has issued a Special Notice for a sole-source contract awarded to Studio Joseph for design services related to the Visitor Experience Master Plan (VEMP) Orientation Gallery. The contract, identified under Federal Contract Opportunity ID ad20fc97df8b49799209a7214d0d4820, was posted on February 3, 2025, with a response deadline of February 8, 2025. Studio Joseph will complete additional design work for the Orientation Gallery, building upon their current contract for design services. The special notice is prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 and involves synopsis of a proposed contract action. The contract is being awarded as a sole-source procurement to maintain design continuity and meet specific project timelines.
The purpose of this Special Notice is to provide transparency about the sole-source contract and invite potential contractors to demonstrate why competitive procedures might be advantageous. Interested parties are encouraged to submit written responses that clearly and unambiguously identify their capability to perform the work. Responses must provide evidence that competition would be beneficial to the government, would not be cost or time prohibitive, and would not impede the Library of Congress's mission. The notice specifically seeks input on whether multiple sources in the commercial marketplace could compete for future design requirements. Contractors interested in responding should contact Ramon Samuel at rsamuel@loc.gov, using the email subject line "Notice of Sole Source Contract - VEMP Orientation Gallery Design Services". The Library anticipates that future design requirements for exhibits will be open to competitive bidding. Responses will be used solely to determine the potential for competitive procurement procedures for this specific acquisition.
