About this opportunity

The Department of the Navy Naval Supply Systems Command seeks a complete 5-sensor PCB Piezotronics Tourmaline Underwater Blast Sensor Mapping System via sole-source Request for Quote, with proposals due September 7, 2026 at 11:00 AM. The procurement is designated a women-owned small business set-aside, though the Government intends sole-source award to PCB Piezotronics, Inc. based on patent and proprietary limitations; all qualifying bids received by closing will be considered.

Place of performance is Annapolis, Maryland (U.S. Naval Academy, DoDAAC N00161). The system comprises one 4-channel multiplexer ICP sensor input box and five Tourmaline ICP underwater blast sensors (7.6" length, 25,000 psi rated, 0.2 mV/psi sensitivity, with 20-foot integral water-resistant cables). The deliverable includes delivery, installation guidance, and user training, with requested delivery by September 14, 2026. The system will support research in underwater blast analysis, sustainability, battle damage resilience, survivability analysis, and hands-on learning across engineering and materials science disciplines.

The procurement is firm fixed-price, valued at $11,755.80. Market research determined that only PCB Piezotronics manufactures tourmaline pressure sensor arrays meeting the institution's specification, particularly the 1.5 microsecond rise-time capability required to capture initial shockwave peak pressure. NAICS is 541380 (Testing Laboratories and Services); PSC is H266 (Equipment and Materials Testing—Instruments and Laboratory Equipment). Quoters must provide pricing valid for 30 days, country of origin for all supplies, lead time, and applicable terms, conditions, or licensing agreements. Price is the primary evaluation factor unless past performance warrants a best-value tradeoff. Technical points of contact are CDR Jonathan Slager (slager@usna.edu, 301-769-1195) and Assistant Professor Kaitlynn Fitzgerald (kfitzger@usna.edu, 301-807-1440).

Notice text

The instant requirement is for pressure sensor system for measuring underwater explosions. This purchase will consist of a multiplexer
box that will record sensor data inputs as well as 5 sensors that can be positioned around the underwater blast to record pressure data in various locations to create a spatial pressure distribution map.
