About this opportunity

NOAA's Acquisition and Grants Office, Eastern Acquisition Division-Kansas City intends to award a sole-source purchase order to Duncan-Parnell, Inc. for ten Trimble R980 Real-Time Receiver Systems for the National Ocean Service National Geodetic Survey Division in Silver Spring, Maryland, with a response deadline of August 29, 2026.

The procurement is reserved as a small business sole-source award under FAR 6.103-1. Duncan-Parnell, Inc. is the only small business entity authorized reseller for Trimble in Virginia and holds exclusive geographic territory rights under Trimble's contractual agreements with geospatial partners. NOAA's sole-source justification rests on the unique and highly specialized nature of the supplies: the equipment is designed to integrate with complementary hardware (braces, rods, tripods) and software (ingestion, processing, and analysis tools) that NOAA's NGS has standardized over a decade of Trimble equipment use. Market research did not identify other real-time receivers meeting NOAA's requirements. Although competing manufacturers operate in Europe and Asia, Trimble Inc. (headquartered in Westminster, Colorado) is the identified qualified source for this requirement.

The purchase order will be negotiated directly with the incumbent supplier. No competitive solicitation is anticipated.
