About this opportunity
The Department of the Navy Naval Sea Systems Command seeks to award a sole source contract to Wood Hole Oceanographic Institution (WHOI) for engineering and test support of the MK 18 SOF-P Unmanned Underwater Vehicle program, with proposals due September 8, 2026.
The sole source justification rests on WHOI's status as the original developer of the REMUS autonomous underwater vehicle architecture and its proprietary knowledge of the system's software, firmware, and architecture. WHOI is identified as the only source reasonably available to develop SOF-P configuration upgrades, ensure software versioning and configuration management, and resolve operational software deficiencies without risking system compatibility. The contracting officer has determined that award to WHOI represents best value and results in the lowest overall cost alternative.
Place of performance is Panama City, Florida. The contract will be conducted using simplified acquisition procedures with an estimated value greater than $25,000. NAICS code is 541330, Engineering Services; PSC code is R425, Support – Professional: Engineering/Technical.
Deliverables include design, development, and delivery of SOF-P firmware and software upgrades with associated documentation; simulator software matching SOF-P configuration for Government-provided Hydroid REMUS simulator systems; integration and testing support for software and firmware; continuous engineering and technical support with a dedicated primary technical point of contact; local at-sea testing support including ship charters and travel to Government facilities (three trips to Panama City, FL and three trips to San Diego, CA); and project management with monthly status reviews. Contract administration is retained by the Procuring Contracting Officer with no delegation to an Administrative Contracting Officer. The contract incorporates standard FAR and DFARS clauses applicable to defense contracts, including NIST SP 800-171 cybersecurity compliance, Government property management, and whistleblower protections. Award will be based on best value to the Government considering price, delivery, quality, and past performance ratings.
