About this opportunity

The Federal Emergency Management Agency (FEMA) has issued a Special Notice for a sole source contract with L3 Harris Technologies for Satellite Communications (SATCOM) Operation and Maintenance services. The contract is specifically focused on maintaining L3 Hawkeye III Ku-Band SATCOM terminals that will support communications across all ten FEMA Regions, including Federal Regional Centers and U.S. Territories. This notice addresses the critical need for continuous, reliable communications infrastructure within FEMA's Continuity Communications Architecture (CCA). The special notice was posted on May 12, 2025, with responses due by May 17, 2025. The contract falls under the Satellite Telecommunications NAICS category and involves IT and Telecom network satellite communications products.

The primary objective of this special notice is to secure maintenance support for SATCOM systems that are essential to FEMA's Continuity of Operations (COOP) program. FEMA requires communications systems capable of providing reliable voice, video, data, and video teleconference capabilities that can withstand various hazard and continuity events. Market research has determined that L3 Harris is the sole vendor capable of providing maintenance and repair services for their proprietary equipment, which justifies the sole source contract approach. The contract will ensure that critical communication infrastructure remains fully operational across FEMA's regional networks. Contractors should note that this is a non-set-aside opportunity specifically targeting L3 Harris Technologies due to the unique, proprietary nature of their SATCOM terminal systems. The contract aims to maintain a comprehensive and resilient communication framework that supports FEMA's emergency management and continuity operations.

The Continuity Communications Architecture (CCA) is a comprehensive information framework that describes the data, systems, applications, technical standards, and underlying infrastructure associated with NCP's continuity communications programs and systems. The need for Ku satellite communications, particularly to support Continuity communications that can withstand a full spectrum of all-hazard and continuity events, must always be functional and operational.

SATCOM communications is one of the primary resources that support Continuity of Operations (COOP), providing fixed and mobile systems to all ten (10) FEMA Regions, including Federal Regional Centers and the U.S. Territories. To support COOP, these systems must meet capability requirements, which at a minimum, includes reliable voice, video, data, and video teleconference (VTC) communications.

Based on the market research, L3Harris is the only vendor that can provide maintenance and repair services for L3 Harris equipment. The L3 equipment cannot be repaired by another vendor because it is proprietary.
