About this opportunity
The U.S. Army Contracting Command at Aberdeen Proving Ground is seeking a contractor through a sole source solicitation to conduct a comprehensive airspace study of designated airspace regions surrounding Fort Huachuca, Arizona. The contractor must analyze radar data and airspace capacity to understand current usage and predict future saturation points. A single simulation model is required to synthesize all data and support various analyses without reliance on other applications. The model shell and training must be delivered within 30 weeks of award. Success will be measured by Fort Huachuca's understanding of its current airspace status and capacity and what additional aviation missions it could conduct without adverse effects. The solicitation number is W91RUS-21-R-0294 and proposals are due by September 22, 2021.
There is no set-aside designation. The primary NAICS code is 541512 and place of performance is primarily the contractor's facility with required work also at Fort Huachuca. No potential incumbents or budget details are provided. The airspace study and simulation model are required to support Fort Huachuca's operational decision making regarding its airspace and future aviation missions.
Notice text
The contractor shall conduct/provide the results of a comprehensive airspace study of R-2303A, R-2303B, R-2303C, Delegated Airspace North of R-2303 and Delegated Airspace South of R-2303 to the International Boundary. The intent of the study is to provide the Fort with a comprehensive examination of the airspace, including both manned and unmanned aircraft, allowing the Fort to better understand current airspace capability, and predict future capacity and potential conflict (saturation). As unmanned aircraft systems require spectrum to operate, the study will consider frequency congestion and allocation, as it pertains to conflict in the allocated spectrum. Success is measured by the Fort understanding its airspace from its current status (where it is now and its capacity) to what additional aviation missions it could conduct without any adverse effect to the current or primary missions. Knowing when the capacity nears its saturation point will aid the Fort’s ability to limit taking on, or hosting, new missions. How to best manage all current and future requests. The contractor must provide a single simulation model accounting for and incorporating all elements of all analyses conducted. This single simulation model must be able to synthesize all data without reliance on other applications or products. A series of simulation models will not meet requirements.
