About this opportunity

Naval Sea Systems Command (NSWC Crane) seeks procurement of two specialized display monitors (part number K9346943 TL-354 CB AC M00 R9 NSWC) with First Article Testing, plus an option for 19 additional units within one year, with proposals due June 22, 2026 at 11:00 PM Eastern Time. This is a sole source procurement from ScioTeq, LLC (formerly Barco), Duluth, Georgia, under FAR 12.201-1 for commercial items.

Place of performance is Crane, Indiana. ScioTeq developed the obsolete TL-351 monitors currently installed in OJ-727A(V)2 and OJ-727A(V)9 operator consoles for the SPS-73/A(V)12 system. The replacement TL-354 is engineered as a form, fit, function drop-in replacement that eliminates internal wiring changes and mounting modifications to the operator console, and meets the MIL-STDs established for the original TL-351 configuration. Procurement from an alternative manufacturer would create risk of configuration misalignment with existing MIL standards and require console redesign.

The NAICS code is 334111 (Electronic Computer Manufacturing); PSC is 7F20 (IT and Telecom). The contract uses firm fixed-price arrangements. First Article Testing deliverables are due within 30 days of receipt. Production deliveries must occur within 36 weeks from the lead time event, Monday through Friday between 0700–1300 local time at NSWC Crane Supply Operations Building 41 Receiving. Inspection and acceptance are performed by Government personnel at NSWC Crane. Contract incorporates DFARS 252.211-7003 requirements for DoD unique item identification and serialized item reporting. The contracting officer is Rose Brown (812-854-8941).

N0016426Q0157 – SOLE SOURCE – SPECIALIZED DISPLAY – FSG 7F20 – NAICS 334111

ISSUE DATE 12-JUN-2026 – CLOSING DATE 22-JUN-2026 – 11:00 PM Eastern Time

ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of an initial quantity of two (2) Display Monitors, part number K9346943 TL-354 CB AC M00 R9 NSWC, with First Article testing and an additional option quantity of 19 to be purchased within one year of the initial award.  This item is a commercial COTs item provided by the Original Equipment Manufacturer (OEM), Scioteq a small business out of Duluth Georgia. The items in the commercial marketplace are strategic, versatile tools designed to showcase products, boost sales, and reinforce brand identity in high-traffic areas. This purchase will be for replacement of obsolete TL-351 Monitors for installation in the OJ-727A(V)2 or OJ-727A(V)9 operator consoles for the SPS-73/A(V)12 system.

SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only ScioTeq, LLC, of Duluth, Georgia, Cage Code 4DL36, under the authority of FAR 12.201-1 for Commercial items using simplified procedures. This is being solicited on a sole source only basis because ScioTeq (formally Barco) developed the obsolete TL-351 Monitor used in the OJ-727A(V)2 or OJ-727A(V)9 operator consoles for the SPS-73/A(V)12 system. ScioTeq has designed the replacement for the obsolete monitor to be a form, fit, function replacement that eliminates the need for a new configuration of the operator console which would require internal wiring changes and mounting method.  The obsolete TL-351 Monitor has a specific configuration needed to eliminate internal changes to the wiring and mount. If pursued with another manufacturer, there would be risk that new version could not meet MIL-STDs that were designed and met in the TL-351 version, whose engineering design choices flowed into the TL-354. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov.

This solicitation is being issued pursuant to the procedures at FAR 12.201-1 as a written Firm Fixed Priced Request for Quotes.  Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-26-Q-0157 is hereby issued as an attachment hereto.

All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/.  It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation.

For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
